Functional:
The number of functional reports which may be drawn from Engineering or Construction Contractor will vary for different projects depending on size of ICSS and Instrumentation engineering package and Company execution strategy.

Accountabilities
• Risk Assessment: Work with critical contacts to maintain technological and operational risk assessment compliance studies using approved DGEP guidelines and methodology for all operating sites.
• Safety Engineering: Facilitate safety studies and review to assist management of change requests. Perform effective safety
engineering design studies
• Follow up with all Safety Engineering design requirements through the Project construction.
• Ensure compliance to applicable local / international regulations and Company Standards for Safety Engineering

– Make input on Safety Engineering documents for Project asset design, operations and abandonment, in conformity with Group, Industry and Statutory requirements. In particlular, identification of Safety Critical Elements (SCEs), development and validation of Safety Concept and Safety Dossier,

– Follow up contractor’s activities and deliverables to ensure compliance with project specification.

Risk Assessment

– Lead specific Safety Engineering studies / reviews in support of Request for Modification (RFM) process and Downgraded Situations (DGS) – HAZOP, HAZID, BowTie Assessment etc.

– Support Project departments in Derogation preparation.

– Undertake flammable/toxic gas dispersion, fire and explosion consequence modelling using PHAST software, and inteprete result for safe operation of the Project.

– Review and make necessary inputs to all safety-related modifications and corresponding engineering documents of the Project (P&ID, ESD Logic, Fire and Gas Cause and effects charts, Active and passive firefighting, fire and gas detection, escape and evacuation route, Hazardous area classification, Safety layout, flare radiation).

– Assist in the update of Operational Safety Case in line with regulatory (NUPRC) requirement for operates sites in Nigeria.

• Major Risk Management

– Support major risk identification and development of risk reduction measures for technological risks management in line with GS GR HSE 312: Technological Risk Assessment (TRA) requirement.

– Facilitate Safety and Environmental Critical Element (SECE) identification workshops and the follow up of Safety Engineering responsibilities as specified in CR GR HSE 403 / GS GR HSE 311

– Support Major Risk management implementation through development of dashboards / solutions for monitoring barrier status.

– Lead Major Risk awareness training and barrier verification exercises.

• Contribute to Learning from Events – Participate to incident investigation and Cause Tree Analysis linked to Process Safety Events, proposing recommendations to prevent recurrence. Prepare and make presentations to management on incident investigation reports

Context and environment
• The Technical Safety Lead Engineer who is expected to demonstrate a very high level of expertise and experience in both process safety and operational HSE, shall lead the technical management and assurance of Process Safety engineering of one or more projects executed in a multi-disciplinary environment under the Project Portfolio Management Division of TotalEnergies EP Nigeria Limited.

HSE Objectives
• Familiarize self with TEPNG emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act, or operation
• To report and participate actively in anomaly reporting
• To ensure 100% compliance of PPE and PTW within the work area.

Qualifications/Experience required
• Minimum bachelor’s degree or equivalent in Chemical, Petroleum or related Engineering (an M.Sc. degree in Safety Engineering is a plus).
• Typically, 10 years of oil and gas industry professional experience of which at least 2 years in an equivalent position as Safety & Loss Prevention Engineer.
• Good knowledge of Loss Prevention standards and procedure and major hazard legislation.
• Good knowledge of risk assessment techniques and management (HAZOP, HAZID, HAZAN, QRA) and other reviews.
• Autonomous with investigation/observation skills, effective communication and organizational capability
